PennDOT suspends title and registration issuing at two Carvana locations

Two Carvana locations in Pennsylvania have been suspended from performing motor vehicle title, and registration actions after the commonwealth’s transportation department found several violations.  

The two Carvana locations, in Philadelphia and Bridgeville, have been temporarily blocked from handling title and registration matters but are still able to sell vehicles. A spokesman for the regulatory agency said the locations had been cited for administrative contract violations. Carvana recently faced similar issues at locations in Michigan and Illinois. 

“Suspensions imposed on agents are the result of violations(s) found during routine audits or from an investigation into complaints regarding an agent,” said department spokesman Diego Sandino in an email.  

In an email to Automotive News, Carvana spokeswoman Veronica Cardenas said, “Carvana’s ability to sell cars and deliver industry-leading customer experiences is unaffected, and the administrative issuing agent permit in question only affects back-end processing workflows while we work to resolve PennDOT’s concerns.” 

Cardenas told NBC affiliate WPXI-TV Channel 11 in Pittsburg that the Bridgeville location has been “compliant throughout the term of the suspension.” 

PennDOT‘s unwillingness to meet for months makes us conclude that they suspended our agent privileges without understanding our operations and in violation of our due process rights,” Cardenas said.  

The Bridgeville location faces multiple infractions, including failure to issue registration plates in consecutive order and inability to deliver proper documents, fees, or taxes to regulators within 30 days of issuance. The department “indefinitely suspended” the agent services agreement for that location. 

Carvana’s Philadelphia location only faces one citation – for issuing motor vehicle registration cards or plates but delivering incomplete, invalid, or otherwise defective documents. That location faces a temporary suspension that expires on December 28.
