Tesla quietly launches robotaxi service in Austin as new Texas regulations loom

Tesla has launched a limited, invite-only robotaxi service in Austin, Texas, just as new state regulations are set to take effect that could significantly impact the program’s future. The service, reportedly available only to a select group of Tesla fans and influencers, offers driverless rides in modified Model Ys operating in a geofenced area with backup safety measures in place. However, starting September 1, new rules signed into law by Governor Greg Abbott will require all autonomous vehicle operators in Texas to obtain a state permit and meet strict operational standards.

As reported by Reuters, the newly signed legislation will compel companies deploying driverless vehicles to follow multiple compliance steps. This includes proving adherence to state traffic laws, equipping vehicles with onboard recording devices, meeting federal safety requirements, and ensuring that the vehicles can safely stop if the autonomous system fails. In addition, all robotaxis must be registered, titled, and insured in Texas, and operators must outline procedures for coordinating with law enforcement and emergency responders in case of an accident.

The law also gives the Texas Department of Motor Vehicles the authority to revoke permits for any autonomous vehicle service deemed a public safety risk. The regulation comes on the heels of public pressure, including a letter from lawmakers urging Tesla to disclose how it intends to meet state safety requirements.

Tesla has long touted its robotaxi initiative as a core part of its future growth strategy, suggesting the service could dramatically increase the company’s valuation. Despite these claims, industry experts and AI researchers continue to express skepticism about the safety and readiness of fully autonomous systems.

Currently, the Austin-based robotaxi service operates with a safety driver on board and remote human support. The rides are available between 6 a.m. and midnight but may be restricted during inclement weather. Tesla has not yet confirmed when or if the service will expand to the general public.
