UAW’s Shawn Fain faces tougher 2028 contract talks after re-election

United Auto Workers President Shawn Fain won a second term after leading major strikes in 2023, but automakers’ cost-cutting plans and a federal investigation could complicate his next four years.

UAW's Shawn Fain faces tougher 2028 contract talks after re-election

On the Dash:

  • Shawn Fain’s next term will lead into 2028 contract negotiations with General Motors, Ford and Stellantis, and labor experts expect the automakers to push harder to cut costs.
  • Tariffs, elevated commodity prices and competition from lower-cost Chinese automakers are adding pressure on Detroit automakers as they prepare for the next round of labor talks.
  • A federal investigation into Fain and a continuing dispute with the UAW’s court-appointed monitor could cloud the union’s leadership and oversight ahead of negotiations.

Official results posted Tuesday confirmed that Fain will lead the 400,000-member United Auto Workers (UAW) for another four years. Fain gained national prominence in 2023 when he led multi-week strikes against General Motors, Ford and Stellantis, which produced record contracts for the union.

Fain now enters his next term facing cost pressures from automakers, federal oversight, and an investigation into allegations of misconduct. Tariffs and higher commodity prices have raised costs at General Motors, Ford and Stellantis, and labor experts expect the companies to seek lower labor costs in the 2028 negotiations. John Logan, a labor professor at San Francisco State University, voiced that the talks will prove more challenging than the 2023 round, according to a Reuters report.

Competition from lower-cost Chinese manufacturers adds to that pressure, as these automakers are gaining market share in Europe, Latin America and other regions, which could push Detroit companies to prioritize cost-cutting before they sit down with the union. However, Fain rejects that argument, saying the union will not accept Chinese competition as a reason to lower U.S. wages and pointing to the automakers’ significant profits.

Federal investigation creates uncertainty

Notably, a federal investigation adds uncertainty to the union’s leadership. The Department of Justice is looking into allegations that Fain took actions to benefit his fiancée and retaliated against senior union officers. Fain has denied any wrongdoing and said he is confident the investigation will exonerate him.

Fain is also clashing with Neil Barofsky, the attorney the federal government appointed to oversee the UAW. Fain ties the dispute to the union’s December 2023 call for a ceasefire in Gaza and says the monitor afterward opened an investigation into alleged retaliation against a union official. A spokesperson for Barofsky’s law firm said he has acted with the utmost professionalism and integrity. The monitorship is scheduled to end in early 2027, although Barofsky can extend oversight if he deems union reforms insufficient. Fain said the union is on track to end the monitorship and hopes to move past the public dispute.
