NHTSA to streamline crash reporting, expand AV testing flexibility

The announcement came shortly after Elon Musk confirmed that Tesla would roll out the robotaxis in a few months.

The Trump administration is clearing the way for more autonomous vehicles (AVs) to hit the pavement on American roads by easing federal safety regulations and streamlining reporting rules. These changes signal a renewed federal commitment to supporting AV development to keep pace with China and other countries already exploring the technology.

The U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) unveiled its new Automated Vehicle (AV) Framework on Thursday. The initiative will expand exemption opportunities for AVs from traditional safety requirements, particularly for testing and research purposes. While the existing crash reporting mandate will remain, the process will be streamlined significantly. The initiative aims to create a unified framework that will replace the existing patchwork of state laws with a single national standard to accelerate innovation and increase global competitiveness.

“This Administration understands that we’re in a race with China to out-innovate, and the stakes couldn’t be higher,” Transportation Secretary Sean Duffy said in a statement. “As part of DOT’s innovation agenda, our new framework will slash red tape and move us closer to a single national standard that spurs innovation and prioritizes safety.”

It comes shortly after Tesla CEO Elon Musk confirmed on a conference call with investors that the company would launch a ride-hailing robotaxi service in Austin, Texas, in June. The rollout will begin with modified Model Y vehicles equipped with self-driving software, followed by the introduction of a dedicated autonomous vehicle, the Cybercab, next year.

As the U.S. attempts to reclaim leadership in the global AV race, the NHTSA’s updated framework may serve as a turning point, providing the regulatory clarity and the momentum the industry needs.
